It the Ipad storage space full? That can sometimes cause slowness. Another thing you could try would be to backup the ipad, erase all the data on the device and install reinstall "as a new IPad" (not from the backup) and see if you have the save issues.

Is this after a screen replacement the touch didn't work, or did it just stop working the original screen? If it just stopped working, then you will probably need a screen replacement.

Maybe try cleaning the digitizer connections and check to see if they look damaged at all. Can clean carefully with alcohol, and make sure there is no debris that could have interfered with the connection.
