Remove all four of the 5 mm screws from the bottom panel of the pedal using a Phillips #1 screwdriver.

Twist away the bottom panel to expose the inner components.
Do not remove the bottom panel entirely.
Be sure not to pull too hard on the wires when twisting the bottom panel.

Locate and pick up the envelope modulator.
It will have a cylindrical gear attached to it.

Move the nut and washer to the upper section of the thread.

Place the base of the modulator between the two rods of metal that will hold it in place and align the straight spur gear with the cylindrical gear.
You will see the teeth of the gears interlocked.

Use a 1/2" wrench or metal pliers to tighten in the nut and the washer to hold the modulator in place.
You can test to see if it is tight enough by rocking the pedal back and forth as if you were playing, and seeing the cylindrical gear rotate.
