My iPhone X it will be oning and offing so when it gets to some times it does not on again so I plug it and immediately I plug it, it on and say charging zero percent and by the way it will not charge but after 3 minutes again it will of and still on again , so please help me out what cause the problem and what's the solution

That sounds like either a dead battery, charging circuit issue, or power-related board problem. The fact it turns on only when plugged in, shows 0%, and shuts off again after a few minutes is a strong sign the phone isn’t reading or supplying battery power correctly.
First, run a battery metrics analysis using an online battery analyzer to check the battery condition and charging behavior.
Also check the panic logs and use an online panic log analysis tool, especially since the 3-minute restart pattern can sometimes point to sensor or hardware faults.

If you can get it to stay on for three minutes, that's enough time to check the panic logs, which will tell you why it's doing that three minute reboot cycle. This page will show you how to access the analytics on your phone under the subheading of How to Find a Panic Log.
Locate the newest one, then copy and paste or take a screenshot of the first page. Come back here and add that information to your question; at that point we will be able to point you in the right direction to fix the issue.
As @ktelm has already said, the symptoms strongly point to a battery issue, but the panic log will tell us for sure.
