Is the phone's base station connected to a telephone line entering the premises or to a modem in the premises and is working as a VOIP phone service (voice over internet protocol) i.e. uses internet connection and not a dedicated telephone line?
If it is connected to a telephone line, it could be that there's a line fault.
Can you also hear if there's a hum or hissing sound when you go to make a call but only dial 1 digit to break the dial tone?
Has it been raining lately? Usually rain can cause this kind of problem when water enters telephone cables through poor seals covering joints in the cable.
Contact your phone service provider and tell them about the problem. Hopefully they will test the line from their end to see if there's a problem with the line.
If they do test the line and there appears to be a problem with the line, they may call you to temporarily disconnect the base station from the line jack so as to isolate the base station in the premises from the line so that they can test again to know whether the problem is inside the premises or outside in the cable.
Depending on your provider, normally if the problem is outside it's their responsibility to fix it. If it's inside, it's yours.
