My left earbud battery drains within seconds even after fully charging the case. The right earbud lasts only around 15 minutes. I have tried resetting and cleaning charging contacts. Is this likely a battery failure or charging case issue? Are the batteries replaceable?

You cannot replace the batteries, though if you purchased them not too long ago, you might still have the warranty, and you can contact or bring it to a Google Help Center or repair shop.

Yes it's the battery. You likely can replace with a tiny lipo if you're very handy. There's a video of someone doing it on the pixel buds 2
