Why does my device make a crackling sound when I try to turn it on?

Hello, I just found this device in our basement and would like to see if it could still work. After inserting 2AA batteries, the camera would make crackling sounds when I press on the power button. What is the cause of this sound and is it still repairable? Thank you so much!
