i have had this similar problem, it took alot to repair though, i replaced the battery, charging dock and i reflowed the board, this worked for me, and where is the actual power ic?

Step 17 of this guide looks straight at the IC. It is labeled 338S0867.

If you actually do need to replace this I.C. the cheapest place to buy a replacement from would be here.
