First you need to check if the battery will charge or not.

Given that the tablet was released in 2011 I doubt it as the battery may have been depleted beyond recovery, but you can only try.

Connect a standard mobile phone charger i.e. 5V DC 1.0A output / micro USB connector to the tablet and check if it indicates that the battery is charging or not.

If it shows no signs of life at all, keep the charger connected for at least 2-3 hours and check if it has kick started the battery back into life.

If it doesn't start charging after 3 hours then the battery will have to be replaced first. Search online for ZTE V72M battery to find suppliers that suit you best. (supplier examples only).

I can't find a specific video for your tablet that shows how to replace the battery, but here's a video that in general shows what's involved.

If it starts to charge or even if the battery started charging immediately when the charger was connected, allow the battery to fully charge before attempting to turn on the tablet. Note: Leave the charger connected at first when using the tablet as the battery may not last long on its own, even if it shows 100%

If you do get the tablet to turn on, there may be a password requirement (set by previous owner)., so perform a hard reset to reset the tablet back to its factory default settings. This will remove the password from the tablet. Here's a link that shows how to do a hard reset using the tablet's buttons.

The tablet's operating system is Android V4.3 which is quite old and most probably there are no further firmware updates for it and coupled with hardware limitations in the tablet it won't be able to run many, if any, new apps.
