In general, when this happens, it means that there is a connection in the CPU phase circuit and the problem will be solved by removing the connection. Of course, make sure the CPU is healthy in advance. > With a multimeter, you will notice that all 4 pins are connected to each other, which should not be the case. Check the CPU phase input MOSFETs and replace the faulty part to solve the problem.

Sounds like a power issue. Had a similar thing once and it turned out to be a faulty PSU (Power Supply Unit). Might want to check yours or maybe try with a different one if you have a spare.
