Why is my phone stuck in safe mode, even after factory reset?

My phone as been stuck in safe mode for days now, am unable to use downloaded apps, I have everything possible to get out of safe mode it's still in vain. I restarted the phone yet the phone is still on safe mode, the safe mode notification pop up and I tap it and the phone went off and restart again yet it still on safe mode even to point of factory resetting the phone yet it still on safe mode and my volume down button is not working anymore. I don't know what to do now......
