I purchased an iPhone 4 on eBay and was greeted with a message saying “Activation Error” upon trying to set it up. I attempted a restore and nothing happened. What should I do?

Attempt to update the device using the restore tool. If this does not work and you are connected to the internet when attempting to activate, you are most likely out of luck. Sorry for the disappointing answer :(
