You stated that when you plug the iPad in you can hear the charge sound. That is a good sign and tells me that this thing is actually still alive in there, it just is having a problem showing an image. This could be as simple as a loose display connector that needs to be re-seated or it could be that the screen has failed, but unfortunately we can’t really diagnose any further without opening it up and trying to re-seat the cable. These are not easy to work on and it is very easy to crack the glass during removal of the screen so if you don’t have much prior repair experience or don’t want to risk breaking something, it may be a better idea to take it to a well-rated independent repair shop for diagnosis (not Apple or Apple certified, they will typically tell you to just buy a new one).

no i never said there was a charge noise i said there was a woosh sound that stays until i remove the charger and the screen is fine the ribbon cabbles are fine and the ipad does not connect to my pc does not show sign of life exept the woosh sound that might either come from the battery or the speaker

Sorry about the confusion, mis-read your post. The battery typically wouldn't make noise (unless it is heavily swelling and about to explode) and not much else in there that would make noise besides the speaker unless some component is burning up, although the speakers shouldn't make random noises either. I must say I haven't seen something quite like this before, typically iPads stay silent when they go wrong. If you could record a video so we could hear what is happening that would help.

Do you happen to have a USB amp meter you can use to see what kind of power the iPad is drawing? If not, they are pretty cheap. That would help identify a bit more what is going on under the hood, different levels of power draw can indicate different things.
