phone vibration pulses when connected or disconnected to charger

The phone vibrates in a continuous pulsing manner when it is connected or disconnected from a charger and whenever it is woken up from a standby state. This rapidly discharges the battery. I can only stop it by either entering the password or by hitting the button on the right side to put it back into a standby mode. Also, the fingerprint reader no longer works.
