It can be fixed but will require someone with a surface-mount soldering station. A good repair house should be able to do it.

Did something happen to make these parts come loose?

Update (09/26/2020)

The orientation of the chip should be marked on the chip and the board. The other components will be hit and miss. I would definitely price out a replacement motherboard and compare it to a probable pricey repair.

@crowbot This happened after opening the laptop, and I'm not even sure what part this IC is for! And I do not know the capacitors is for which part, do I need to change the motherboard (logic board)?

Hopefully you have all of the pieces! Yes, these can be resoldered to the logic board by someone with the proper skills and tools. This is beyond what a DIY can do as the tools needs are specialized and you need access to the schematics and boardview drawings.

How did they come off is also important! I’m suspecting you poked too deep with your tools to pop the bottom cover off. You may have caused other damage and the one or more of the parts could be damaged as well.

You need to get them put back! But just like a jigsaw puzzle there is direction and placement issues! You just can't put the parts any which way! You need the proper tools and the documentation to guide you (Schematics and boardview drawings).

Your other solution is much more costly! Thats replacing the logic board completely!
