2DS charges, but won't turn on.

2DS charges fine but won’t turn on. I have replaced the battery with a known working battery and I get the same result. I also made sure that all the ribbon cables were fully connected, but the console still won’t turn on. Any idea what could be causing this? I am totally out of ideas.
