When I turn on my laptop, it acts like it is starting up normal. Then I get to the Startup repair screen and it stays that way. I can hear the whirring like it is doing something but nothing changes.

Force turn off your laptop 3/4 times and you will be greeted with a screen that will sort you some system repair options Choose boot into Windows normally or take it to your local repair shop and ask them to make and backup of the data on the laptop and do a fresh install
