Network or SIM CARD problem? Or ALL CALLS are DISABLED?

Using a BLU VIVO XI AND CANNOT Make My calls …on call settings network or SIM error,. But it also seems calls are being forwarded?? What should my mobile network be??

1. Take sim card and put it on another phone?

2. Do u think may be some one enabled call forwarding?

3 Remove google account.

4. Reset phone.
