Toshiba Tecra Z50-C DC IN/Batt Indicator Light Blinking Won't Turn On

I have Toshiba Tecra Z50C laptop that I’ve owned for the past six months. I bought it in like new condition off Ebay. No scratches, no dings and it has performed fine up until last night. I was on it doing some work, when it just shut off. When I turned it back on the DC IN/Battery Light was blinking in a code. I was able to find information on the code 00000100 which translates to 4 hex which according to a Toshiba service manual means a power supply error S3V ouput. The adapter is a 19V 3.42A charger. I have two chargers and neither solve the problem. CMOS is charged by the main battery so there’s no little CMOS battery.

This is what I’ve tried so far without any positive results:

1)      Powered off, disconnected battery, unplugged charger. Pressed on button for 1 minute. Reconnected battery, and charger, DC IN light still blinked code and laptop wouldn’t turn on.

2)      Repeated step one except only plugged in charger. DC IN light still blinked code and laptop wouldn’t turn on.

3)      Repeated step one except only plugged in battery. DC IN light still blinked code and laptop wouldn’t turn on.

4)      Put multimeter on charger #1… it registered a continuous 19.4-19.5 volts.

5)      Put multimeter on charger #2… it registered a continuous 19.4-19.5 volts.

6)      Removed laptop cover put multimeter on DC jack pos/neg wires, plugged in charger it registered a continuous 19.4-19.5 volts.

I don’t know how to proceed from here. I’m not a pc/laptop expert… before this I’ve only swapped out hard drives an upgraded RAM in other computers. I don’t think the amps are bad in both chargers. Are there any recommendations? I was looking on the internet for a reset to the blinking light and couldn’t find anything.
