Can I create a bootable macOS USB drive in Windows or Linux?

Hi, I would like to be able to create a bootable macOS USB flash drive, but it seems that the only official way is to use a Mac. I don’t have a Mac, so is there a way to create a bootable USB macOS drive in Windows or Linux that doesn’t involve hacked ISOs and whatnot?

Please note: I had to select a machine for this question, so I just selected a 2012 Mac Mini.

Ok, I’ve found the answer. If you have a Install macOS Mojave.app file, which I got from somebody else’s supported machine, you can flash the /Contents/SharedSupport/BaseSystem.dmg to a USB drive with a tool like Etcher. The only catch is that this is a recovery partition image, so you the bootable USB will download a copy of macOS from Apple’s servers, but at least it offers the option for machines that don’t support internet recovery, because I don’t own a Mac.

If you have a 2012 Mac mini you don't need to go to such lengths it has internet recovery which will allow you to create a bootable drive (internal or external).

Then once you have a bootable drive you can then download the OS installer from the Apps Store. You can even create a OS installer to setup other systems How to create a bootable macOS Sierra installer drive

It is possible you can get a app for windows called Trans Mac keep in mind that you need the OS X file also you need a 8gb drive or more and it should do all the work. You just have to select format disk for mac then once your done with that select restore disk image then go find the OS X image on your pc then it should do all the work for you.
