This fault is usually caused by hardware issue usually due to the baseband chip (Specifically the Baseband Power chip).
To get this fixed you’ll need to take the phone to a reputable repair shop that does board-level repairs / microsoldering to fix the bad connection under the chip.
This happens because of a design flaw on the iPhone 7 which previous iPhones can exhibit the same symptoms (mostly dating back to the iPhone 6+) where the phone bends too easily making the board get damaged over time when the housing gets bent / pressure applied on it.
