Why does zooming the lens in and out make a very loud rasping noise
when the lens is zooming in or out it makes a very loud rasping, scratchy noise

Tim Hounsome could be caused by dirt, sand, grime in the lens assembly itself. Check on herefor some ides. Otherwise you will have to try and remove the lens assembly and either clean or replace it. This should be similar to your camera.

That sort of grinding sound is most likely produced by the Image stabilization system, not the zooming.
