Is it possible to completely remove and/or completely disable the accelerometer and gyroscope (combo chip) without bricking the phone? Desolder? Damage? How should I go about this?

There are three sensor IC's on the SE so depending on what functions you want to inhibit, the combo IC may or may not be enough. You can certainly remove the combo IC and it will not brick the phone or impede the boot sequence.

So I took it to a phone fixing joint. The guy is telling me that the removal went just fine but that it won't work at all without the chips on the board. Did he perhaps overheat the board? Did it get botched? Are u sure it will still boot if the chip is removed? Also what is a sensor IC?
Oh of course integrated circuit. So u think it was just done poorly? He said the power isn't distributing correctly now that the chip isn't there.
Unfortunately it seems your phone was damaged by whoever put his hands on it. As @refectio correctly pointed out it's not a critical IC on a main power line..everything else would work flawlessly by only removing that IC properly.
Thanks so much guys. it sucks that my phone was broke. but this gives me hope that it can get done in the future. Even if I have to do it myself. any help or suggestions on how to do so would be much appreciated. anybody know a service that would accept this task?
Removing the gyro will only block the 3D spatial awareness. It doesn't remove the A-GPS capabilities. Any reputable micro-soldering tech should be able to properly remove the gyro IC.

No. I wish to disable the devices themselves. The actual chips on the board. It appears that removing them altogether bricks the phone. Won't power on. What I want is a smartphone that is utterly unaware that it is moving at all. Any help would be so much appreciated.

Maybe heat the chips? Tiny heat gun? Or perhaps a soldering device? Placed on the chip to heat and damage it but not so much so that it comes off. That's what I'm thinking. It's not like I can call the manufacturer and ask them to manufacture me a blank
