Replaced digitizer AND home button, works, but touch error on power on

Hi, replaced digitizer and home button on an iPad 3 mini. Home button works fine, digitizer works fines.. Upon power on, get touch_id_issue_notification_title popup notification. Click it, goes away, can use tablet fine. We do not need touch ID. Is there a way to disable this message permanently? I have researched it some and it looks like the touch ID will never work unless Apple themselves replaces the home button (wow). But we do not need Touch ID at all, ever. Just want to remove the message. Turned off everything in touch id settings and still pops up. Any input would be appreciated. OS 11.3. Thanks!

Unfortunately upon start-up, the device will recognize damage to the home button, or an aftermarket part and feel the need to remind you that the touch ID is disabled. If the message is displaying after you have disabled the touch ID settings, it may not stop.
