My Ipad suddenly show battery is 1% and keeps restart , and when i shut it off and keep it recharging , it reaches 100% but also keeps restarting, restred the last updated firmware with no help,
is the battery needs replacing ?

The most likely scenario is a bad battery. The iPad Air's are getting old and it' normal for these batteries to be dying off. You can follow this guide for the replacement.

I suspect it also, only i'm afraid to buy a new battery and won't fix it after all.
Changing the battery didn't change anything. It still shows 1% battery and in few minutes again goes to reboot loop. :( money spent on changing battery gone waste.
Hi Grace. That's why you should always ask your own question; every situation is unique. In this case, my answer is over 1.5 years old. Since then we (the micro-soldering community) have learned that iPad Air's suffer from a weak Charge port flex cable. The screws holding it in place loosen with time and cause the charge port to move a tiny bit with every plug/unplug cycle. Over time, the flex cracks, kind of like when you fold an old credit card over and over again. The battery you installed was probably weak and not charging, hence the looping.
Today, I always check the charge port first, battery second and logic board third. A shop that does some micro-soldering repairs should be able to solve this for you and with a new battery, you'll have a fresh device for a few more years to come.
Of course, you may have a logic board issue instead, the only way to troubleshoot an iDevice is to install good quality parts and eliminate variables. Sometimes this can be costly to perform oneself.
