During initial set up iPhone 6+ stuck on apple music logo.

So I have had this problem with four different phones this week.

After the correct carrier SIM card is inserted after this screen the following happens;

And then it is stuck on this and does nothing afterwards;

This has happened to me with a 5S, 6+, as well as a 7.

It is strange because I have not encountered this problem before, I am curious if this has been happening to others since the last IOS update maybe?

Thank you.

Update (04/05/2018)

I have also tried flashing them with 3UTools and this has not helped the problem
