won't start without starting fluid (fuel regulator?)

My 2004 Pontiac gt ram air will not start unless I spray starting fluid in the intake. Runs great until I proceed to pass someone, acts as if it is not getting enough fuel. I can hear fuel pump running when I try to start it, could it be the fuel regulator?

By fuel regulator I assume you mean pressure regulator. It could be, but could also be a faulty fuel pump. If it won't start without being manually primed then it is possible that it is a pressure issue.

Have you tried, turning the key on and off a about 5-10 times in a row, without actually cranking the engine, then trying to start the car? Sometimes this gives just enough pressure to start. If you do that and it starts I'd change the fuel pump. If that is the cheapest part I'd change it out anyway. Also, you may want to scan your car, fuel pumps generally do not show up as a code. But it could be other things also.
