This happened to me a week ago, i tried to reset my phone by pressing the home and lock button for a few seconds. Hope this works for you cause it did to mine...

Have you tried a new battery/screen or charging port?
Have you tried holding home button and lock button for like 15 sec?

Not showing charging by USB ammeter or? Have you tried using DC power supply to monitor current while trying to power on?
