Heated seat (under the seat wiring diagram)

I have a 2011 Scion TC with leather heated seats and the heated seats are not working. I bought this car used from a dealership 2 years ago and am just getting around to see if I can fix the heated seats. My first thought was the fuses were bad. I switched out the fuses and still not working. I see a plug under the seat that is not plugged in to anything.

This may or may not be the problem, but I can't seem to find where this plug would hook up to. Have been trying to find a wiring diagram or some sort of tutorial online and just cannot find one. Can you help me with this?

Here is a link to the wiring diagram of the heated seats.

Also it'll be easier to see whats going on if you were to remove the seat so you can see under it better.
