Why is my phone showing the battery like it's charging but not ALSO why is it that when I enter bootloader it freezes when I click one single choice PLZZ HELP

It can depend on a couple things,
The charger you have may be incorrect. The charger should display the amps on it, and also inside the battery, make sure they match up.
Another thing is your battery may be fried, could be best to get another one, Try charging your phone while it's off too.
I used to be using the incorrect charger and I was using my phone plugged in and my battery was still discharging.
I'm not sure what you mean about bootloader, you may have to go more into depth...
