Was the phone dropped or did it get wet? If not try wiping the cache partition and rebooting the phone this shows how to get into recovery mode Once your in then go to wipe cache partition and then reboot normally . If this brings no joy the digitizer is most likely damaged or the connectors for the digitizer has come undone. Try this first and if it doesnt work let use know and we can explore other options

Didn't work so what can I do now to fix it
My bf has a zte and the phone light up but the touchscreen wont work! Ive reset it and reboot it and wiped the cache thing and it will wont work and he just got it! So what my opions ?
