Why have I no Notifications bar, and can't receive incoming calls?

Why have I no Notifications bar, and can't receive incoming calls?

Somehow I have managed to turn off the Notifications Bar that pulls down on the main screen. Unfortunately with this it has also stopped in-coming calls, so now my phone is useless !! Can anyone please help ??
