Hi,
If you're talking about the iCloud/Apple ID account, you'll need to contact the previous owners, if you have purchased this online, then I would get a refund.
There isn't much you can do besides getting the info from the previous owners. :-)

Jessica Hayes this sounds like you are looking at an iPad that is iCloud locked (owners info and enable it". There is no way to bypass this unless you have the proper password or by having the proper paperwork for the resale of the iPad and hoping that Apple itself (Apple Store) will help you with that.
Any online service that promise they can do this for you may at best restore partial function but you are still stuck with an iPad that does way less than what it should. Personally, I'd try and get my money back from whoever sold you this iPad.
