when i boot up my macbook the touchpad and the keyboard does not work. i was going to download snow leopard but when i boot up my mac it did not work plz help

Go here and identify which MacBook you have. Then go to the guide on that machine for replacing the top case. The sounds like a bad seat on your keyboard to logic board cable. Reseat it and try again.

Looks like a bad top case. You can get a spare one for $30 on ebay. Be aware there are 3 different 1181 upper case models so check compatibility with the seller.

I thought Apple did away with downloadable operating systems after OS7. If you are downloading from another source you could have problems.
