VERY loud noise like vacuum cleaner...can I fix it by myself?

So i live in Russia, i bought xbox one s in Germany.

When at home i turn ON my console i was shocked..

FAN work like at 100% faster..

SO i need to send console to MICROSOFT ? or i can fix it??? because i google some info - maybe this is 12v mod like ? ... but console is new!

because it is a really long process to send it back and wait for a few months
