Phone will aceept calls but won't make calls. Blu advance 4.0 L2

Hi, this is newest Blu advance 4.0 L2 phone. Was working fine, then all of sudden said "phone has stopped". Phone says it runs a Phone 6.0 app but there is nothing in play store for updates. Forcing stop didn't help, neither did removing and reinstalling simple card. Phone will still accept phone calls and texts and emails.

Puzzled??
