What should the output signal look like?

I started with replacing the transistor for the voltage regulator because there was no power coming out of it. That's fixed, but now I have a new problem. The tv can't get a signal from it. The summer card, the one that outputs the video signal, gives me about 14 Khz. The rf oscillator is giving me a signal of 62 or so Mhz on channel 3, and 67 Mhz on channel 4 all correct. Most of that is lost in the traces to the rf filter, and get better again after the first capacitor in it. Then it goes through the coil and comes out the cable jack like this

I'm not sure if the signal needs to be a higher voltage or what.

If someone can point me in the right direction I'd really appreciate it.

Is our TV too new? I have it set to channel 3 analog.
