the ac power cable to our wii u console (not the game pad) is torn near the box with copper showing .can we fix this or use duct tape?

The Wii U is powered by an external AC adapter, aka "power brick".
This power brick has two leads. The input lead goes into the AC socket on the wall, the output lead goes into the Wii unit.
If the input lead is damaged, the power brick must be discarded and replaced. A DIY repair of an AC power lead is probably unsafe, and might cause fire or electric shock.
If the output lead is damaged, it may be repaired but only if the damage is slight e.g. if the lead is chafed a bit. Such damage can be repaired with some electrical tape (PVC insulating tape). Duct tape is not suitable.
If the output lead is badly nicked, replacing the power brick is preferable, unless you have the skill and the tools to repair it properly. This involves removing the damaged section and splicing the lead back together.

Are you dumb or something? This website is literally about fixing your stuff and you are like: dump it and buy a new one. NO WAY! Obviously you need to be careful not to get shocked but it's as simple as taking it apart (as it actual does have screws to make the repairs easy), de-soldering the old cable, soldering the new one, then re-soldering the old console side plug - here you are, as good as new.
if it’s torn near the power brick, you can definitely cut the damaged part and solder undamaged section to the power brick. It requires attention, but is definitely easier than most repairs appear of this website. I do it all the time for laptop power bricks. If the cable insulation is torn near the power jack, it’s a harder repair but is still possible.
