About a week ago I was unplugging my usb keyboard from my 360 and when I pulled it out the black piece inside the usb port broke off and came out now the usb port is useless.I thought it would be ok but after I turned it off I tried turning it back on and it would give me rings of light or anything. And my power supply is fine so any ideas?

When this plug came out you probably shorted the connector. Turning it own could of destroyed the xbox. All my not be lost though. Open it up and get to the board that has this connector on it. Get out a soldering iron and remove it carefully then see if the xbox comes on. It probably will since shorts on the board can trip the safety devices in the power supply.

Move the pins in the usb port that you broke so that they arnt touching themselves or anything else and that should get your xbox up and running again. when the pins touch they just short eachother out and wont allow your xbox to turn on.
