Why doesn't Surface Pro 4 understand when it's docked?

There are a lot of rules for power management that the Surface Pro 4 can use (such as do this when on battery / do that something else when plugged in). However, the rules for being plugged in don't seem to apply when using the Surface Pro 4 dock (the black brick that allows you to connect a couple monitors, keyboard, mouse, etc.). While the dock provides power, the OS seem oblivious to it in most of the various rules you can set up. Even though those rules are followed when you just use a power plug for power (rather than the dock).
