Phone gets to red eye and just keeps cycling there forever

Phone was slow and sluggish. I emptied about 4,000 ]pictures & vids off but it was slill the same. I tried factory reset and wiped the cache but, it'still stuck on it no matter how many times I reset and start it. Is the motherboard fried

Your phone is probably in what is known as "bootloop".

There is a way to recover from this but read and consider the disclaimer contained in the following link which describes how to resolve the problem.

If you do not feel comfortable about doing it , DON'T. Take it to a repair centre and see if they will do it.
