Fully drain battery, charging symbol appear but not charge

This can be a number of issue. The easiest thing to do first is try a different cable and outlet.

If that doesn't work, try a new changing port or battery. Finally if none of those things worked, it will most likely be the U2 chip on your logic board.

I believe it's the U2 USB IC that failed, like Sunny suggested as well. Specially if you're using a cheap knock off wall or car charger.

However, for the sake of it, you can try a known good charging port and battery. If you don't want to buy those and end up not solving your issue, take it to a repair shop and ask them to trouble shoot it for you. They should have batteries and charging docks in stock, and should be able to give you an answer in 20 minutes.

By the way, in case of U2 failure, once you install a new battery that's already holding a charge, the phone will act almost normally until it's fully discharged, at which point you will be back to square one: you'll see the charging symbol but iPhone won't restart. The trick is to use a known good EMPTY battery and see if the phone can charge it and restart.

Google U2 IC and you'll understand what the issue is. It's repairable, but you'll need a technician with the right microsoldering skills and tools to do it. If you need assistance finding one, let me know, will point you somewhere depending on where you're located.
