Nylon fabric pulled out at waistband

We have a jacket that is nylon (?) and has an elastic type bottom (at waist). It is old, but love it. It is warm, waterproof, and blocks wind. Unfortunately, the nylon pulled out of the waistband...is there any way to repair this since the nylon (?) pulled out of the waistband?
