The problem is with the charging port as it powers the home button with two gold prongs open up phone and you will see the gold prongs below the home button flex..

Away of test if the charging port is at fault is open up leaving phone on and not taking screen off now with a screw driver touch the two gold prongs at the same time this will short the phone to think you are pressing the home button if screen lights up then the charging port is ok.. If it doesn't you need to replace port..

Benting the gold prongs upwards a tad might work also as they might not be making contact with the home flex.. Hope this helps

Fifty, you need to replace the whole "charging dock / lightning dock / lightning port" assembly which contains the gold prongs, the charging port, the bott mic, and the headphones jack. Here's the guide that you need to follow to complete the repair. It also has links for the needed parts and tools.

Be careful though, before jumping to conclusions. When did you'd home button stop responding? Was it following a battery replacement? Some other incident or attempted repair? Did you see those prongs inside your iPhone? Are they bent/broken? If you touch them together with a screwdriver while the screen is connected, does the home button function work?

I have replaced the charging dock but it didnt contain the gold prongs. My phone was rained on and the screen is fine but the home button doesnt work and sometimes acts like its being held down. I also replaced the home button. I tried the screwdriver thing and it didn't work.

I think you may have purchased an iphone 5s charge port flex. A proper iphone 5 charge port flex should have the part attached.

Where the 2 parts are being separated(on the flex so the left one) is where the prong component should be. An iphone 5s charge port flex will look nearly identical but will be missing the part you need.

It could be that is "seems" turned OFF. Charge it for 20 minutes using known good cable & charger then connect to your computer & start iTunes. If iTunes detects your phone, phone is ON but not showing on the screen in which case you need to properly reconnect your screen assembly, unless you damaged it or its cables during the repair. If iTunes does not detect your phone, may be your new charging dock is defective or improperly connected; try reseating. Also try reseating the battery. Those are some of the things that you can check, but such repairs can go from bad to worse either if you're not gentle, or the phone is breaking apart due to prior damage such as exposure to rain as you say. Liquid damaged phones need to be cleaned with IPA and an ultrasonic machine, after removing the metal shields to stop & clean any potential corrosion. Then replace potential corroded/damaged parts. Finally test for potential shorts & defects. Not an easy nor a straightforward job, often costing more than a new/used phone.
