I have this model and seller told me it is factory unlocked and will never get locked even after updates. Can you please confirm on this?

there are factory unlocked models on the market.
the law in some countries states that the phone must also be sold in an unlocked version (like in france)
and there are carriers that don't even lock them

No, no iPhone is permanently unlocked. If you update the OS, that will update the baseband, along with deleting your unlocked baseband and replacing it with a regular non-unlocked one. The seller is probably either scamming, or lying to you.

it has nothing to do with the specific iphone model - the factory unlocked phones have identical hardware with the factory locked phones
I have this model. The seller told me it is purchased in Singapore. In India it is not supporting the GPRS BSNL. BSNL people if it is purchased outside India it will not support GPRS and 3G also will not work. How to solve this?

I do not know whether it is factory unlocked. It is not at all updating.

the iphone should always be updateable - except when it has a hardware problem
Hi ya this model iphone can be factory unlocked.You try to use that iphone with your sim if it accepts then it is sure unlocked else unlock it using sites like Mobileunlocksolutions.com here they unlock iphone using remote unlocking service .here they are providing permanent unlock so if you get it unlocked then you get back locked even after you update your iphone in future .

But seller restored it and upgraded it again on 3.1 and told me it works fine. If that happens, can we consider it factory unlocked?
