iPhone 4 power on problem

Iphone doesn't power on. when I connect to pc the apple logo blinks all the time. Can anybody tell me how to troubleshoot?

When I connect to the PC it doesn't get connected it slowly blinks apple logo. I've tried alot doesn't work.
