Not without the involvement of the person whose account the phone is locked to, or the original owner of the device. So you would need to coordinate with the seller (assuming they are they are the genuine owner). The will need to remove the device from the list of Find my Devices in iCloud, or if they cannot do that for whatever reason—forgotten password, don't have access to recovery e-mail or phone any longer,etc..., they can submit the original proof of purchase to Apple to have them unlock it. Otherwise it's stuck as is. A major hazard of buying used devices, sadly.
