Polartec PowerStretch womens pants: How do I tighten the waist?

I have newer Polartec Power Stretch pants: STY23865FA19.  There is an elastic  pull strap in the waist band but no way to secure it.  So the strap is useless and my pants always feel like I need to pull them up.  They fit fine otherwise.  How do I correct this issue?
