I know that you said that you're using the original charger but have you got access to a compatible charger at all that you can try?
The only other thing that I can suggest is to do a full power refresh in case there is a corrupted BIOS.
Turn off the laptop and disconnect the charger.
Disconnect the main battery.
Disconnect the coin cell RTC battery from the motherboard Here's the [https://dl.dell.com/topicspdf/xps-13-9360-laptop_service-manual_en-us.pdf|service manual] go to p.35 to view the procedure.
Press and hold the power button for a full 20 seconds and then release.
Reconnect the RTC battery
Reconnect the main battery
Reconnect the charger and switch on and check
