It's probably a dodgy digi with a faulty home button flex… instead of restarting it next time it's on press and hold the power button and see if u get the slide to shut down if u do u need to replace the digi again some faulty flexes cause the iPad to go straight to sleep and stop the top button from working.

To rule this out try it without the digi plugged in.
This most likely isn't the backlight filter, it's more likely to do be a faulty digi or faulty LCD
