Have you actually opened up the Mac and verified the fan doesn’t spin or you think it doesn’t work because of the temperature ? If fan doessn’t spin indeed it may be the fan broke, although they seldom go bad or a resistor on the rail supplying power to it. Easiest thing to try would be replacing the fan. If that doesn’t work some testing would be needed and possibly a microsoldering repair.
